U.S. President George W. Bush speaks before signing into law a tax cut package totaling $350 billion during a ceremony in the East Room of the White House, May 28, 2003. The tax cut package - the third biggest in history - lowers the top rate on dividends and capital gains to 15 percent through 2008 and accelerates scheduled income tax cuts.
