A woman, member of the Chilean protest group Families of Tortured and Executed Political Prisoners places pictures of alleged victims of the dictatorship outside a covered presidential palace in Santiago, February 2. The British High Court will hear final appeals beginning of next week to stop General Augusto Pinochet from returning to Chile since British judge Maurice Kay rejected a legal appeal by Belgium and six human rights groups against Britain's handling of Pinochet's extradition to Spain. Britain's Home Secretary Jack Straw said earlier this month he was "minded" to free Pinochet because medical examination showed him unfit to stand extradition and trial in Spain. The palace is undergoing restauration works as newly elected President Ricardo Lagos will be sworn in on March 11,2000. CD/BM
