The documentary is a vast overview of the political, social and economic situation of Bologna and the whole of Emilia Romagna, after the first four years of the regional institute.
The film investigation shows moments of the political life of the Region, from the visit of the President of the Republic to the meetings with the representatives of North Vietnam and the joint demonstration of the French and Italian Communist Parties, with speeches by George Marchais and Enrico Berlinguer; investigates the life of the Emilian cities, penetrating with the camera into schools, cultural clubs, theatres, neighbourhood councils, political party sections, trade union offices, factories, newspaper printers, bookstores, fairs, in the Unity Festivals; analyses the cooperative organization that mainly characterizes Emilian agriculture, in all phases, from that of production to that of distribution; recalls the past of anti-fascist struggle of the Region, from the origin of fascism to the Resistance and this post-war period.
The documentary is also of considerable interest because it constitutes a foreign testimony - directed by the French journalist Jacques Nobecourt, correspondent in Italy of the important French newspaper "Le Monde" - on the way in which the left administers local authorities, stimulating the participation of all to the direction of public affairs.
