Recruitment broadside, printed by woodblock, dated from Head Quarters, Jefferson, Ohio by Brigadier General Cadwell as a member of the 3rd Brigade, 9th Division of the Ohio Volunteer Militia. Says the President and the Governor of Ohio are calling the men of Ashtabula County for military service. Says "Men Wanted Now! Maryland has seceded and Washington in danger! Let Ashtabula County meet en masse at Jefferson, Thursday, Apr. 25 At 10 o'clock, A.M.To consider the matter and Form Companies." Says anti-slavery U.S. Congressman Benjamin F. Wade will address the meeting. Says instructions for forming companies will be given. Was previously folded into quarters and is repaired on verso." Cadwell served as a Republican from Ashtabula County in the Ohio Assembly 1856-1858. Served in the Ohio State Senate 1858-1859. Served throughout the war in the Ohio office of the Provost-Marshall General's office. Moved to Cleveland after the war and started a law practice. Elected to two terms as Common Pleas Judge of Cuyahoga County starting in 1873.
