Former Albanian President Sali Berisha, leader of Albania's opposition Democratic Party, speaks during a new conference in Tirana on June 26, 2001. Berisha claimed his coalition Union for Victory had won the elections because he had almost 50 percent of the votes under the proportional system. Albania held general elections on June 24 which were considered as generally fair by Western monitors. The ruling Socialists claimed they had won 35 seats against 18 won by opposition leaving 46 seats which will run to a second round. Albania's new parliament has 140 seats, 100 elected directly and 40 allocated under a proportional system.
